services for victims of domestic violence, their families, and the Hmong and
Laotian communities.

Primary Prevention – preventing domestic violence
from initially occurring.
The goals of primary prevention are:
- Support Hmong men in their struggle to form healthy
male identity in a culture which impacts them with mixed messages.
- Provide education, strategies, and support for those
interacting with other Hmong males to assist them in reinforcing positive
messages about respect and honor.
- Transform and change the Hmong communities’ attitudes
towards domestic violence.
